Michelle Winchester has been a health and long–term care policy analyst with the Institute for Health, Law and Ethics (IHLE) since 1998. The focus of her legal and policy analysis is to research, report, comment, and propose recommendations relative to the impacts of federal and state law, including government funding sources, on the integration and provision of quality health and social services to the people of New Hampshire.

Major project topics include: privacy and security of electronic medical records; Medicaid consumer–directed personal care; legal and financial planning for parents of children with severe disabilities; analysis of publicly funded programs supporting people with disabilities (including Medicaid, TANF, Food Stamps, Title V Children with Special Health Care Needs); in–home supports of children with special health care needs; managed care and children with special health care needs; and nursing delegation.

Other notable areas of research and study include: Katie Beckett Medicaid eligibility; New Hampshire Medicaid 209(b) status; and New Hampshire House Bill 691 (2005 Session), a bill revising the Medicaid program.
